One global platform for transparency and accountability
The Commitment Portal, jointly hosted by WHO and the International Agency for the Prevention of Blindness (IAPB), presents a consolidated view of all the commitments made at the Global Summit. It serves as a centralized, open-access platform that includes a full record of commitments. It provides a transparent global picture of commitments by country, region, organization type, eye health area and thematic area, allowing users to see where action and investment are being mobilized and where gaps remain.
Commitments made by governments, nongovernmental organizations, international organizations, the private sector and other partners reflect a wide range of actions, including strengthening national policies and health systems, expanding services, mobilizing financing, building eye health workforces, improving access to affordable products, accelerating innovation and technology, and addressing barriers that prevent people from receiving care.
Together, these commitments demonstrate not only what the sector intends to achieve but also how political leadership, investment and collective action can help close the gap for the 1.1 billion people experiencing avoidable or treatable vision problems.
An accountability mechanism beyond the Summit
The Commitment Portal is not just a record of commitments made at the Global Summit but an ongoing accountability mechanism for their implementation. As set out in the Global Compact for Eye Health (the Global Compact), the Commitment Portal provides the architecture for visibility, transparency and tracking of commitments, helping to maintain momentum and support action towards the 1 Billion Pledge.
Following the Global Summit, commitment makers will be able to report progress against their commitments through the Portal. Over time, this will provide a transparent picture of what has been delivered, what resources have been mobilized, where progress is being made and where further action is needed.
For governments, the accountability approach builds on existing reporting processes wherever possible, avoiding unnecessary duplication. The Global Compact supports a “Report Once, Count Twice” approach, linking relevant reporting through mechanisms such as Voluntary National Reviews and reporting against the global eye health targets with the Commitment Portal.
Commitments as drivers of political action and investment
Public commitments can create momentum far beyond the organizations that make them.
Country level
- At country level, they can give governments, civil society and other partners a concrete platform for continued dialogue. This can help sustain political attention, strengthen advocacy for policy change, mobilize domestic and international financing, and integrate eye health within the wider health and development agendas.
For advocates
- For advocates, a public commitment creates a reference point for engaging decision-makers: what has been promised, what resources have been committed, what progress has been made and what still needs to happen.
Global level
- At the global level, bringing commitments together makes collective ambition visible. It can demonstrate where governments and partners are investing, identify gaps in financing and implementation, highlight approaches that can be adapted or scaled elsewhere, and strengthen the case for further investment in eye health.
This is particularly important because the challenge is not a lack of solutions. Many effective interventions already exist. The challenge is mobilizing the political will, financing, workforce and systems required to deliver them at scale.
